摘要
从新制度经济学角度讲,制度安排是贫困发生的根本原因之一,制度创新又对缓解和消除贫困有着决定性作用。面对贫困地区和人口的制度缺陷成为当前制约反贫困行动的最大瓶颈,必须树立制度创新观念,从政府职能调整、经济体制改革、教育卫生制度落实、法律制度制定等方面不断建设和完善反贫困制度体系,加速中国反贫困进程。
From the view of the new institutional economics, institutional arrangement and rearrangement is one of the heading factors of poverty problem. Institutional defect of the area and population below the poverty line is the greatest obstacle for poverty alleviation . So we should establish the innovative idea, continue building and perfecting institution by adjusting government' s function, reforming economic system, implementing education and hygiene system etc to accelerate the process of anti - poverty in China.
