日本电信业发展历经两次大的系统改革,通过私有化、规制放松和市场竞争机制的引入,较好地克服了政府主导型电信业发展的固有弊端,市场效率得到明显提升,市场结构趋于优化,主流电信运营商迅速成长,日本电信业也在全球电信市场上占据主要地位。近些年来,随着传统业务饱和、单位盈利能力下降和新型电信业务调整,日本电信业面临着新的发展课题。通过吸取日本电信业改革的有益经验,并结合当前电信业发展趋势,全盘规划中国电信业发展改革道路,具有重要的现实意义。
After two times great systemic reforms,Japan's telecommunications industry overcame the inherent disadvantage of government-dominated telecommunication industry through the introduction of privatization,relax regulation and market competitive mechanism. Telecommunication market efficiency improved significantly,market structure tended to be optimization,main-stream telecommunication operator grew fast and Japan's telecommunication occupied the dominant position in the world telecommunication market. In recent years,with the saturation of traditional business,the decline of unit profitability and the adjustment of new type of telecommunication business,Japan's telecommunication business are facing new issues. Absorbing the Japan's telecommunication valuable experience,combined with current telecommunication industrial trend,comprehensively planning China 's telecommunication industry reform trend has important practical significance.
