摘要
社会安全事件属于突发事件的范畴,既具有其他突发事件的公共利益性、消极影响的适度性以及事件的紧迫性等共同特征,又具有自身独有的引发因素的人为性、发生领域的特定性、爆发过程的预谋性等特征。
Public Safety Incidents fall into the category of emergencies,with the common characteristics of other emergencies of concerning public interests,moderate negative impacts,and urgency,and also its own distinctive characteristics of human factors in its causes,particularities of its occurring domain,and the premeditation in its breaking out process.
