摘要
从历史上看,通用目的技术在推进人类社会发展的过程中起到了至关重要的作用。由于AI技术具有普遍适用性、进步性和创新孕育性等通用目的技术的重要特征,它可以被认定为是一种新的通用目的技术,因而可以预见在较长期内,它将会对社会经济的发展产生显著的影响。然而,目前的AI技术发展还处于“播种阶段”,很多支撑其作用条件的因素还不具备,这就造成了AI技术无关紧要的表象。针对以上情况,我们应当利用政策手段,为AI技术影响的充分发挥创造条件,积极推进该技术从“播种阶段”向“收获阶段”的转移。同时,也必须对“技术性失业”等AI可能带来的问题引起重视,并提前做好相关的预案。
Historically,universal purpose technologies have played a crucial role in advancing the development of human society.Since AI technology has the important characteristics of general purpose technology such as universal applicability,progressiveness and innovation breeding,it can be recognized as a new general purpose technology,and thus it can be predicted that it will have a significant impact on the development of society and economy in the longer term.However,the current development of AI technology is still in the“seeding stage”,and many of the factors that support the conditions for its role are not yet in place,which creates the appearance that AI technology is irrelevant.In view of the above,we should utilize policy instruments to create conditions for the full play of the impact of AI technology,and actively promote the transfer of this technology from the“seeding stage”to the“harvesting stage”.At the same time,it is also necessary to pay attention to the possible problems brought by AI such as“technical unemployment”,and make relevant plans in advance.
