摘要
为有效遏制城市轨道交通运营过程中安全事故的发生,提升企业运营生产的安全与质量,结合上海轨道交通运营生产特点与需求,探索建立城市轨道交通运营安全风险分级管控与隐患排查治理双重预防机制。系统阐述双重预防机制在上海地铁运营生产安全管理中的实践情况,包括运营安全风险辨识、风险评价、风险分级管控以及隐患排查手册编制、隐患排查组织以及隐患治理等环节的建设与落实;并提出双重预防信息化建设思路与方案,以期进一步推动双重预防机制的规范化、精细化水平。
In order to effectively curb the occurrence of accidents in the operation of urban rail transit and improve the safety and quality of the operation and production of enterprises,it explores the establishment of the dual prevention mechanism of safety risk hierarchical control and hidden danger investigation and treatment,closely combining with the characteristics and demands of Shanghai rail transit operation and production.This paper systematically expounds the practice of the dual prevention mechanism in the operation and production safety management of Shanghai metro,including the construction and implementation of operation safety risk identification,risk assessment,risk hierarchical control,the compilation of hidden danger investigation manual,the organization and management of hidden danger investigation.At the same time,the paper puts forward the idea and plan of dual prevention information construction to further promote the standardization and refinement level of dual prevention mechanism.
