介绍加拿大甲烷排放情况和甲烷排放相关的政策和法律法规,包括《加拿大环境保护法》《泛加拿大清洁增长与气候变化框架》《短期气候污染物战略》《关于减少甲烷和挥发性有机物排放的规定》以及加拿大新冠肺炎响应计划中与油气行业甲烷减排相关的内容。探讨《关于减少甲烷和挥发性有机物排放的规定》中针对逃逸排放、压缩机、完井、气动装置等的技术要求。
The situation of methane emission and the policies and regulations related to methane emissions in Canada are introduced,including the Canadian Environmental Protection Act,the Pan-Canadian Framework on Clean Growth and Climate Change,the Strategy on Short-lived Climate Pollutants,the Regulations Respecting Reduction in the Release of Methane and Certain Volatile Organic Compounds,as well as the content related to methane emission reduction in oil and gas industry in the Canada’s COVID-19 Economic Response Plan.The technical requirements for escape emission,compressor,well completion,pneumatic device and so on in the Regulations Respecting Reduction in the Release of Methane and Certain Volatile Organic Compounds are discussed.
