摘要
本文针对滦河流域内出现的水资源供需矛盾突出、河水污染严重、水生态系统退化、水旱灾害频发、流域内水环境监测监管不完善、外流域供水受益方和保护方不平衡等诸多问题,提出强化需水管理、优化用水结构、大力开展污染源治理、严控入河入库污染物排放量、修复河湖水生态系统、提高防洪减灾整体能力、监测全流域水情况、流域调水的受益方支付生态补偿费等对策,以期为滦河流域水生态、水环境的保护和修复提供参考。
In view of the prominent contradiction between supply and demand of water resources in the Luanhe River basin,serious pollution of river water,degradation of water ecosystem,frequent occurrence of flood and drought disasters,imperfect monitoring and supervision of water environment in the basin,imbalance between beneficiaries and protectors of water supply in the outer basin,and many other problems,this paper puts forward some countermeasures,such as strengthening water demand management,optimizing water use structure,vigorously carrying out pollution source control,strictly controlling pollutant emissions into and out of the river,repairing the river and lake water ecosystem,improving the overall ability of flood control and disaster reduction,monitoring the water situation in the whole basin,and paying ecological compensation by beneficiaries of water diversion in the basin,etc.The experience can provide references for the protection and restoration of water ecology and water environment in Luanhe.
