摘要
投资效率的评估对项目的规划与完善至关重要。该文提出一种将清晰评价和语言评价结合的基于二型模糊集的多准则决策模型(multicriteria decision making model,MCDM),其由二型模糊层次分析法(analytic hierarchy process,AHP)和二型模糊逼近理想解法(the technique for order of preference by similarity to ideal solution,TOPSIS)组成,同时使用二型模糊集与清晰集。通过模糊区间的运算给出评价指标的模糊范围,根据计算的模糊隶属度值评价各项目的建设效果。所提MCDM方法包括三个阶段:1)确定模型中使用的准则;2)二型模糊AHP计算;3)采用二型模糊TOPSIS对投资项目进行评价并确定最终排序。将该模型用于某真实案例,对多备选方案进行比较,计算得到量化的投资成效,为财政项目投资提供有力依据。
The evaluation of investment efficiency is crucial to the planning and improvement of the project.This paper proposes a Multicriteria Decision Making Model(MCDM)based on type-2 fuzzy sets,which combines clear evaluation and linguistic evaluation.It is composed of type-2 fuzzy analytic hierarchy process(AHP)and the Technique for Order of Preference by Similarity to Ideal Solution(TOPSIS),using both type-2 fuzzy sets and clear sets.The fuzzy range of the evaluation index is given by the operation of the fuzzy interval,and the construction effect of each project is evaluated according to the calculated fuzzy membership value.The proposed MCDM method consists of three stages:1)determining the criteria used in the model;2)Type-2 fuzzy AHP calculation;3)Using type-2 fuzzy TOPSIS to evaluate investment projects and determine the final ranking.The model is used in a real case to compare multiple options,and the quantitative investment results are calculated,which provides a strong basis for the financial support projects.
