超高密度滨海城区的交通规划研究与战略思考——以深圳市南山区为例

Research and Strategic Thinking on Transportation Planning for Ultra High Density Coastal Urban Areas:A Case Study of Nanshan District in Shenzhen

摘要 为缓解城市大规模扩容对既有交通设施供给造成的冲击,增强滨海城市交通体系的辐射力、承载力和运行效率,研究提出了一套面向超高密度开发、滨海型城区的综合交通规划方案与战略规划理念,并以深圳市南山区为例进行说明。通过城市功能定位分析、分类人群特征分析、交通设施布局梳理、交通组织合理性研判等方式,提炼出区域重大通道对外延伸性不足、重点片区内外交通联系受限、轨网路网设施供给有待挖潜、特色人群存在差异化交通需求、港城客货矛盾冲突严重等高密度开发、滨海城区的典型问题,并研究提出对外延伸端部轨道道路等重大通道、构建重点片区内畅外达的交通体系、优化提升轨网路网设施布局、聚焦特殊人群精细化交通治理、分阶段优化货运组织和港口发展模式等措施,并对规划方案和策略进行综合评估。 In order to alleviate the impact of large-scale urban expansion on the supply of existing transportation facilities and enhance the radiation capacity,bearing capacity and operation efficiency of the urban transportation system of coastal cities,a set of comprehensive transportation planning scheme and strategic planning concept for ultra-high density development and coastal urban areas are proposed,and Nanshan District of Shenzhen is taken as an example.Through the analysis of urban function positioning,the analysis of the characteristics of classified people,the arrangement of transportation facilities,and the study and judgment of the rationality of traffic organization,the typical problems of high-density development and coastal urban areas,such as the lack of external extension of major regional channels,the limited internal and external traffic links in key areas,the potential supply of rail network facilities to be tapped,the differentiated traffic demand of characteristic people,and the serious conflict between passengers and freight in ports and cities,are extracted.The measures of extending major external channels such as end rail roads,building a smooth and accessible transportation system in key areas,optimizing the layout of rail network facilities,focusing on the refined traffic management of special people,and optimizing the freight organization and port development mode in stages,are studied and put forward,and the planning schemes and strategies are comprehensively evaluated.
