摘要
[研究目的]研究美国智库对中国“灰色地带”挑战的认知,有助于研判美国对华战略竞争的政策取向,从而为中国的有效应对提供参考。[研究方法]研究选取4所美国智库的14篇代表性文献作为研究样本,梳理分析美国主流智库关于中国“灰色地带”挑战的认知及其背后的动因和产生的影响。[研究结论]美国智库将中国的正当行为纳入“灰色地带”挑战的范畴,为中美关系及中国与周边国家的关系带来多重负面影响。对此,中国应高度重视“灰色地带”的战略竞争,争取通过对话协商方式在相关问题领域制定出管控竞争的规则,妥善处理好与周边国家的关系,增强国际传播能力,从而有效应对美国在“灰色地带”发起的挑战和冲突。
[Research purpose]Studying the perception of American think tanks on"gray zone"challenges of China will help us to assess the policy orientation in America's strategic competition with China,so as to provide reference for China's effective response.[Research method]The study selects 14 representative documents from American think tanks as research samples,and then combs and analyzes the main perception of American mainstream think tanks on the"gray zone"challenges of China,as well as their motivations and influence.[Research conclusion]American think tanks have brought Chinese legitimate behaviors into the category of"gray zone"challenges,bringing multiple negative impacts on Sino-U.S.relations and China's relations with neighboring countries.In this regard,China should attach great importance to the strategic competition in the"gray zone",strive to formulate rules for controlling the competition in the related problem domains through dialogue and consultation,properly handle relations with neighboring countries,enhance international communication capabilities,so as to effectively respond to the challenges and conflicts initiated by the United States in the"gray zone".
