摘要
本文梳理了领导体制与党和国家领导体制的基本概念,阐述了我国传统的党和国家领导体制的主要内容、优势与弊端,论述了改革开放后30多年来党和国家领导体制的变革,分析了我国现行的党和国家领导体制的主要内容、弊端和挑战,探讨了下一步改革党和国家领导体制的努力方向和可行的措施.我国党和国家领导体制改革的总的方向是从党的全面领导和直接领导,走向政治领导和“总的领导”,强化党对社会的政治代表和政治录用功能以及党对国家的政治控制功能,建立现代政党政府,加快形成一核多元、各司其职、良性互动的新型领导体制.
This paper has discussed the basic concept of the leadership system of the ruling party and state, explored the major content, advantages and disadvantages of the traditional leadership system of the ruling party and state, tracked on the change of this system since the beginning of the reform and opening to outside world during last 30 years, study on the major content, disadvantages and challenges of the current leadership system, and then put forward the possible directions and feasible reform measures in the near future. According to my analysis, the direction of the leadership system reform of the ruling party and state is to transition from party state system to party government system, from overall and direct lead to political and "general" lead, to reinforce the functions of political representation and political recruitment for the society, to improve the function of political control on government, and finally to build modern party government, to establish a kind of new leadership system which characters are, one core leader multiple players, perform its duties independently for each player,interactions virtuous each other.
