摘要
电信网络诈骗是一种跨区域跨国别的严重犯罪行为,给社会和人民带来了巨大的损失,其影响范围之广、危害之大,引起人们强烈关注和反应。电信网络诈骗作为传统普通诈骗犯罪的2.0版本,具有手段时代化、目标精准化、分工精细化等特点。复杂多样的诈骗手段、全链条产业化的诈骗组织形式、跨国境导致的打击高难度以及不完善的法律规制,使得电信网络诈骗治理陷入重重困境,应从加大反诈宣传力度、创新侦防技术、加强国际合作、完善相关法律体系等方面解决日益严重的网络诈骗问题,力图破解电信诈骗治理难题,并将其纳入到《国际战略学》和《政治学研究方法》等政治学一流专业建设的教学之中进行研究和探讨,共创和谐网络环境。
Telecom network fraud is a kind of trans-regional transnational serious criminal behavior, which brings huge loss to society and people. Its wide influence and great harm arouse people’s strong concern and reaction. Telecom network fraud, as the 2.0 version of traditional ordinary fraud crime, has the characteristics of modern means, precise target and fine division of labor. Faced with com-plex and diverse fraud means, industrialization of the whole chain, transnational telecom fraud that is difficult to crack down on, and imperfect legal regulations, the governance of telecom network fraud is in many difficulties. Therefore, we should strengthen the anti-fraud propaganda, innovate the detection technology, strengthen international cooperation, improve the relevant legal system and other aspects to solve the increasingly serious problem of network fraud, and try to solve the problem of telecom fraud governance, and it will be included in the teaching of International Strategy for research and discussion, to create a harmonious network environment.
