摘要
随着市场经济体制和民主政治的发展,建设廉洁、高效、现代化的服务型政府是新形势下政府转型的必然选择。服务型政府建设离不开公民的有效参与,基层政府服务型政府建设公民参与情况与服务型政府建设的最终成效密切相关。本文以仪陇县服务型政府建设中公民参与为切入点,先明确服务型政府及公民参与的相关概念和价值内涵,其次结合仪陇县实际,分析仪陇县服务型政府建设过程中公民参与存在的主要问题,并对存在的主要问题的原因进行分析,从原因出发针对激发公民参与意识、加强公民参与教育、发展县域经济和县政府的统筹协调等方面结合实际情况提出解决对策。
With the development of market economy and democracy, it is necessary to build a clean, efficient and modern service-oriented government. The construction of service-oriented government is inseparable from the effective participation of citizens. The participation of citizens in the construction of service-oriented government of grass-roots government is closely related to the final effect of the construction of service-oriented government. This paper takes the citizen participation in the construction of service-oriented government in Yilong County as the starting point, first defines the relevant concepts and value connotation of service-oriented government and citizen participation, then analyzes the main problems of citizen participation in the construction of service-oriented government in Yilong County in combination with the actual situation of Yilong County, and analyzes the causes of the main problems, starting from the causes to stimulate the awareness of citizen participation to strengthen citizens’ participation in education, develop county economy and the overall coordination of county government, and put forward countermeasures in combination with the actual situation.
