摘要
公共管理学作为一门综合性学科,是基于政治学、法学、经济学、管理学以及人类学等多门学科的理论、方法建立起来,用以研究公共组织管理及其过程、规律的学科。公共管理学在引入我国初始,因为一些历史原因,使得在学科建设中,忽视了人类学相关理论及方法的重要性,而将其舍弃,这也造成了我国公共管理学科建设中出现的不可避免的知识与实践脱节现象。本文对公共管理学的内涵进行解释,梳理公共管理学范式的演变过程。探讨如何将人类学的理论与方法重新纳入中国公共管理实践中,从人类学的视角、观念、方法来完善公共管理过程,以解决中国实际问题,建立有中国特色的公共管理知识体系。
Public Administration as a comprehensive subject is established based on the theories and me-thods of politics of law, economics, management and anthropology. It’s a subject to study the public organization management and its processes and regular pattern. At the beginning of introducing the public management into China, the importance of anthropological theories and methods was neglected and abandoned in the discipline construction owing to some history reasons. This also caused the inevitable disconnection between knowledge and practice in the discipline construction of public management science. In this paper, we explained the connotation of public management and combed the evolution process of public management paradigm. It discusses how to integrate anthropological theories and methods into the practice of public management in China, and how to improve the public management from the anthropology’s perspective, concepts and methods. All in all, we try to find a new path to solve practical problems in China and aim to establish a knowledge system of public management with Chinese characteristics.
