摘要
振兴东北老工业基地是一项恰逢其时的战略性决策,必须依赖如下路径:走新型工业化之路;政府支持和强化市场机制相结合;振兴与扩大内需相结合;各产业均衡发展和促进就业相结合。把振兴东北老工业基地放到战略性高度来对待,把转变经营机制作为一项根本性任务来抓,并充分利用信息技术和高新技术,实现东北老工业基地的跨越式发展。
Reviving the northeast old industrial bases is a strategic decision that is appropriate to the current occasion. This paper suggests some necessary ways as follows: undertaking a new-type industrialization, combining governmental policy support with improvement of market mechanism, measures for revival with encouraging domestic demands, balanced development of industries with employment extension. We should treat the revival of old industrial bases in the strategic view, regard the changing of management mechanism as a fundamental task and handle it well, and make use of IT and Hi-tech technology to realize the spanning development of northeast old industrial bases.
