摘要
风险投资的外部性和不确定性客观上需要政府为其提供有效的制度保障。政府在风险投资发展中发挥作用必须把握一个合理的定位 ,主要是为风险投资的发展提供相应的制度环境 ,包括提供立法保障 ,增加风险资本的供给 ,对风险投资实施有效的监管 ,推动风险资本市场和产权市场的制度建设等等。
