摘要
经过改革开放20多年来的发展,我国农业和农村经济取得了令人瞩目的成就,人民生活总体上达到小康水平。但目前的小康还是初步的,发展也很不均衡,要完成到2020年实现“惠及十几亿人口的更高水平的小康社会”,重点要统筹城乡经济社会发展,推动城乡经济社会由二元结构向一元结构转变,缩小城乡差距,增加农民收入。我国是世界人口最多的国家,虽然在解决吃饭问题上取得了举世瞩目的成就,但在新形势下仍应该对食物安全问题给予足够重视,要以国务院颁布的《中国食物与营养发展纲要(2001-2010年)》为指导,在食物数量、食物质量、食物发展的可持续性等方面做好工作。我国农产品加工业不仅潜力巨大,而且对于确保国家食物安全、统筹城乡经济社会发展、推动解决“三农”问题具有重要战略意义。为此,要以加强技术创新体系建设为突破口,引导、支撑和推动我国农产品加工业的快速发展,为全面建设小康社会做出更大的贡献。
China' s agricultural and rural economy has witnessed considerable achievements in the last over twenty years. In general, people's livelihood has reached the well-off level, though the current well-off life is still low, incomplete and unbalanced. In order to realize the highly well-to-do society for more than one billion population by 2020, we should focus on promoting the dual structure of urban and rural economy and society to an unified one, narrowing the gap between the urban and the rural, and reducing the rural poor population. As the biggest population country, though having realized the world-famous achievements on its food security, China should give more attention to its food security while facing the new situations, especially to its food quantity, food quality, and sustainability of food development guiding by the Fundamentals of China's Food and Nutrition of 2001 - 2020. The development of China's agricultural processing industry has great potential, and has a strategic importance for ensuring food security, unifying urban and rural economy and society development, and helping solving the problems of China's farms and agriculture and rural areas. For this reason, we should guide, support, and propel agricultural processing industry rapidly forward through the breakthrough point of strengthening the technology innovation system building, in this way, a greater contribution can be made to the all-round building of well-off society.
