摘要
外控制度对于大学发展在一定历史时期有其存在的合理性,但随着大学生存环境的变革,越来越显示出这种外控制度的缺陷。从本质上,大学发展是自主的发展,政府和社会必须给予大学确定自己行动路线的自由和自主办学的权力,但要把这种自由和权力转换为促进大学发展的机制,还必须有赖于一整套制度创新。鉴于我国长期来的外控制度传统,从外控制度向自主制度转换,对于促进我国大学发展更具有特殊意义。
During a certain historical period, the external control system proved to be rational to the development of universities. However, with changes in university survival environment, the drawbacks of this system seem to be more and more obvious. In essence, university development is development of its own, so the government and society should give the university freedom to determine its own development and the autonomy of school running. But to convert the freedom and autonomy to the mechanism that promotes university development requires system innovation. Because of the tradition of the external control system in our country, the conversion of external control to autonomy surely has special significance in promoting the country's university development.
