摘要
中国特色现代大学制度是高等教育外部关系规律和内部关系规律的综合体现,建设内容之丰富,涉及范围之广泛,实属一种集政治、经济、学术和文化的历史与现实于一身的复杂系统工程,因此最重要的是顶层设计、自上而下地构建和完善;各地各高校根据有关法律和"顶层设计"以及自身情况,自下而上地开展必要的积极稳妥的相关改革,不可或缺。
The modern university system in China is an integration of laws in both external relationship and internal relationship of higher education,which is a complicated and systematic project integrated with politics,economics,academics and history,and whose contents are rich and scopes wide.What is most important is the top-level design and the top-down construction and perfection.So in universities the concerning bottom-up reforms based on laws and top-level design as well as their specific situations should be indispensably conducted.
