摘要
土地整理是实施土地资源集约利用的主要途径 ,对土地资源的优化配置、增加土地效益、改善生态环境、协调土地权益人关系起着十分重要的作用。土地整理有利于协调人地关系 ,是国土整治工作的重要内容。土地整理以可持续发展为最高目标 ,遵循公平、系统可持续发展、因地制宜、动态性的整理原则 ,按照调查与评价—整理区划定—规划与设计—审批与实施—成果验收等科学工作流程展开工作 ,实现为改善用地条件和获取土地利用的社会、经济和生态相协调统一的综合效益。
Land consolidation, the major means to make intensive use of the land resource, not only plays a vital role in the optimalized disposition of land, but also increases land benefices and improves ecological environment, especially that it coordinates the relationship among different land owners. Under the favorable condition of land consolidation which occupies the first seat in territory harnessing, the relationship between human and land has been well balanced. Sustainable development acts as the supreme target in land consolidation and it observes the following rules: fairness、sustainable development of a system、adjusting measures to local conditions and dynamic rules. What’s more, in order to improve land quality and acquire the general positive benefits in equilibrium of society, economy and ecology which come from an advantageous use of land, the following scientific procedures should be taken into consideration: investigation and evaluation—division of different regions for consolidation—planning and designing examination and implementation — achievement check.
