摘要
土地整理投资、整理地块经营使用及产权转移均涉及其产权经济关系的变化,而且在这一变化过程中,土地价格起着非常重要的作用。作者先针对不同土地整理方式分析其产权关系和经济关系,再从土地整理开发投资的角度分析土地整理投资与土地价格的关系,讨论了整理地块价格评估的方法,并提出整理地块的价格评估应以产权关系为基础,遵循市场规律、公正地评估其公开市场价格,引入价格机制促进土地整理的顺利发展。
Investment in land arrangement, management and utilization of rearranged plot and transfer of property rights are all involve the change of proprietary economic relations. Meanwhile, land price plays an important role in this changing course. Firstly, this paper analyses property rights and economic relations of different land arrangement patterns. Secondly, it elaborates on the connection between investment in land arrangement and land price regarding development and investment. It also discusses the approach to appraise rearranged plot. Finally, this paper shows that appraisal of rearranged plot should be based on property rights and appraise open market price impartially in accordance with market rule, so as to input the price mechanism to promote the development of land rearrangement.
