摘要
工程建设项目评标方法的科学性直接影响评标结果的公正性。本文运用基于虚拟决策单元的数据包络分析方法 (DEA)设计了工程建设项目综合评标模型 ,并给出评价案例。评价结果表明 ,本文提出的基于虚拟决策单元的DEA评标方法不仅弥补了传统DEA模型不能有效区分有效决策单元的不足 ,而且克服了目前国内通常采用的评标方法主观性强的弱点 ,因此其评价结果更加全面。
Whether the tender assessment method for engineering construction projects is scientific directly affects the impartiality of the tender result.By introducing a method of data envelopment analysis (DEA) based on a fictitious DMU,this paper presents a comprehensive tender assessment model for engineering construction projects and introduces and example.The evaluation results show that the established DEA model not only remedies the shortcomings that the traditional DEA can not completely distinguish the efficient DMUS but also surmounts the weakness that the general domestic tender assessment methods possess subjectivity,so the evaluation should be more overall and more objective.
