摘要
介绍世界图书馆立法史略,勾勒图书馆立法理念的沿革;认为中国古代藏书楼法制历史较长,凸显封建文化专制理 念,是中国图书馆立法的渊源;指出当代中国图书馆立法应遵循从属原则、法律兼容原则、科学原则和民主原则。
This paper, on the basis of the history of library legislation in the world, gives an account of the course of change and development of the concepts of library legislation. The library legislation system in ancient China had a much longer history, giving prominence to the conception in the feudal culture autocracy. The concepts of library legislation in modern China are more advanced, therefore , the items of library legislation should be drafted in generality rather than in particularity.
