摘要
目的 :研究分析医疗资源重新调整后 ,联勤分部水平上卫生人力资源配置的公平性。方法 :采用描述统计法分析卫生人力总体情况 ,运用Gini Style模型系统分析卫生人力配置公平性。结果 :军区联勤分部水平上卫生人力资源的配置相对公平 ,但从卫生人力资源的结构来看 ,药剂及医疗类人力资源配置的公平性相对较差 ,护理类人力资源配置更公平、更合理。结论 :近几年通过宏观政策调整和实施联勤保障体制 ,卫生人力资源总量不足和配置失衡问题正逐步得到解决。
Objective: Analyze the equity in health human resource allocation after the readjustment of health resources. Methods: Analyze general situation of health human resource with describing Stat. Analyze the equity of health human resource allocation with Gini-Style model. Results: Medical manpower allocation in joint branch department is relatively fair. From view of structure, it is poorer in medicament and medical treatment varieties, but better in nurses. Conclusion: By adjusting on macro-policy and enforcing joint servicing system, problems of insufficient gross health human resource and imbalance of allocation.
