摘要
目的:通过对2011年广西壮族自治区14个市医疗卫生资源配置公平程度和利用效率进行分析,为卫生行政部门提高医疗卫生资源配置的公平性和利用效率提供参考依据。方法:利用基尼系数分析各市医疗卫生资源配置的公平性;构建数据包络分析(DEA)相关模型,横向评价各市医疗卫生资源利用的相对效率。结果:3项医疗卫生资源按常住人口分布的公平性均优于按地理面积分布的公平性,医疗机构床位和卫生技术人员配置的公平性均优于卫生事业费配置的公平性;大部分市的卫生服务资源没有得到充分利用,各市医疗卫生资源运行效率不平衡;1/3的市出现规模收益递减状况,卫生资源投入冗余和服务产出不足现象并存。结论:提高卫生技术人员的基本素质,强化医疗机构内涵发展,积极引导患者合理流向,优化卫生事业费用投入和利用效率,是进一步改善和提高各市医疗卫生资源配置公平性和利用效率所需要关注的问题。
Objective：Through the evaluation of equity and efficiency of health resources allocation in 14 cities in Guangxi Autonomous Region,this paper designs to explore measures and approaches to improve health resources allocation equity and efficiency.Methods：Gini coefficient was used to analyze the equity of medical resources allocation.Data Envelopment Analysis was used to analyze the efficiency of medical resources horizontally.Results：The Gini coefficients of geography distribution for the three health resources were all better than the cini coefficient of population distribution,the equity of hospital beds allocation and health professionals allocation were both better than health expenditure configuration.The health resources were not fully utilized in most cities,and the operational efficiency of health resources among the 14 cities was not balanced.Returns to scale occurred in 1/3 cities,health resources input redundancy coexisted with service output volume deficiency.Conclusion：Improving basic quality of health technical personnel,strengthening content development of medical institutions,actively guiding the rational flow of patients and optimizing investment and efficiency of health expenditure are the issues which need to concern in the process of further perfecting the equity and efficiency of health resources allocation.
