摘要
我国农业科技制度正面临着全面创新的新形势,而农业科技制度的创新必须依靠国家强有力的财税措施来推动。为此,必须改革各类农业科研院所的财政关系,大力培育农业科技企业,推动农业科技机构创新;立足学科前沿、产业化和区域特色,拨付必要的财政资金,加强农业科技基础设施建设,推动农业科技基地创新;改革财政经费的拨付方式,引入竞争,强化激励,推动农业科技机制创新;加大财政投入和税收优惠力度,充分发挥市场作用,多渠道筹集农科资金,保证农业科技人才、资金和信息的最大供给,推动农业科技资源创新。
The agricultural sci-tech system in China is facing a new situation to innovate, and its innovation should depend on the financial and tax system. Therefore, it is necessary to keep the financial and tax management in different agricultural institutions in proper order, make great effort to develop agricultural sci-tech enterprises, promote the system innovation. On the basis of advancement of disciplines, industrialization and regional advantages, proper amount of financial funds should be allocated to enhance the infrastructure construction for agricultural sci-tech development; and the financial allocation patterns should be reformed to introduce competition and encouragement system; it is also necessary to adopt favorable taxation system and increase financial investment, and try to make full use of the markets to accumulate funds for agricultural institutions from different channels; and guarantee the sufficient supply of agricultural sci-tech talents, funds and information services, thus to propel the resource innovation for agricultural sci-tech development.
