摘要
我国的国有企业是建国初期承袭苏联模式建立起来的,是计划经济体制的产物。随着我国市场经济体制的确立,作为市场经济主体的企业要参与竞争就必须有清晰的产权.但长期以来我国国有企业产权一直模糊不清,主要表现在:企业所有权的模糊性,产权的不可转让性和产权的残缺性。产权清晰是现代企业制度的首要特征,因此,国企改革首先要明晰国有企业产权。
State-owned enterprises in our country were built up following Soviet Union model in the early stage of new China and they are creations of planned economy system. Market economy system has established. As principal parts in the system, enterprises must have clear property-right if they want to participate in competition. But for a long time, the property-right of state-owned enterprises is ambiguous which mainly embody in its ambiguity, being untransferable and incompleteness. Clear property-right is the primary feature of modern enterprise system, so, the first thing to do is making clear property-right in reformation of state-owned enterprises.
