摘要
目的 :梳理互联网药品交易服务模式及现状,促进互联网药品交易服务发展与规范。方法 :对比国内外互联网药品交易服务发展现状,从经营者和消费者两方面剖析我国在互联网药品交易服务发展过程中存在的问题。结果与结论 :我国互联网药品交易服务存在地区差异;经营者面临的问题有消费群体及需求、网售处方药及医保支付、物流配送;消费者面临的问题有虚假药品信息传播、药品质量及信息安全、药学服务风险。规范互联网药品交易服务要从立法、完善法律法规、协同监管等方面着手;促进互联网药品交易服务发展则需依靠制度改革及行业自律、社会监督等几个方面着手。
Objective:To summarize the model and current status so as to promote the development and standardization of internet drug trading service.Methods:The current status of domestic internet drug trading service was compared with that abroad to analyze the problems existing in the internet drug trading service in China in aspects of traders and consumers.Results&Conclusion:There is regional difference of internet drug trading service in China.The problems faced by traders included consumer groups and their requirements,online prescription drug sales,online medical insurance payment and logistics distribution,while those by the consumers included information dissemination of fake drugs,drug quality and individual information security and risk of pharmacy service.The standardization of internet drug trading service should be started with legislation,improving laws and regulations and cooperative administration etc.However,the promotion of development of internet drug trading service should be relied on system reform,industry self-discipline and social supervision etc.
