摘要
我国各地已经完成了第一轮高水平高职院校建设,第二轮建设尚未结束,第三轮建设已经开始。各地都非常重视立项建设,纷纷加大经费投入,各立项建设高职院校通过深化改革、提高管理水平,使自身的办学水平和声誉得到了很大提升,但也存在重视资格遴选、忽视效果评估等问题。为此,建议加强省级规划、引导、统筹,推动高职院校关键环节改革;保障高水平高职院校的经费投入,提供基础保障;通过绩效评估,建立对高水平高职院校的动态拨款机制;充分发挥高水平高职院校的引领作用,提高高职院校建设水平。
The first round of construction of high-level vocational colleges have been completed all over China,the second round of construction has not yet been completed,and the third round of construction has begun.Everywhere attaches great importance to the construction of projects,and has increased funding.Through deepening reform and improving management level,higher vocational colleges have greatly improved their school-running level and reputation,but there are also problems such as attaching importance to qualification selection and neglecting effect evaluation.Therefore,it is necessary to enhance provincial planning,guidance and overall planning to promote the reform of key links in higher vocational colleges;to ensure the financial input of high-level vocational colleges and provide basic guarantee;to establish a dynamic allocation mechanism for high-level higher vocational colleges through performance evaluation;and to give full play to the leading role of high-level higher vocational colleges and improve the construction level of higher vocational colleges.
