摘要
2018年7月,美国总统特朗普签署《加强21世纪生涯与技术教育法案》,这是美国联邦政府过去12年来首次对生涯与技术教育进行系统性立法改革。新法案产生于美国政府应对技能危机的时代背景下,强调以就业为导向、绩效问责制度的优化以及对创新性生涯与技术教育项目的重视。作为帕金斯系列法案的第四次修订案,《加强21世纪生涯与技术教育法案》以统筹协调、多方合作及有效评估作为主要改革原则,为美国职业教育的未来发展提出新的解决方案。
In July 2018,the President of the United States Donald Trump signed the'Strengthening Career and Technical Education for the 21 st Century Act',which is American federal government’s first systematic legislative reform of the career and technical education for the past 12 years.The new bill comes at a time when the U.S.government is dealing with the skill crisis,with an emphasis on employment-oriented actions,performance and accountability system and innovative career and technical education programs.As the fifth amendment of Carl Perkins Act,Strengthening Career and Technical Education for the 21 st Century Act proposes new solutions for the future development of American vocational education by taking overall coordination,multi-layer cooperation and effective accountability system as the main reform principles.
