摘要
建立事业单位绩效工资制度是近年来事业单位改革的重要方向。本文基于从业者的主观感知和评价视角,旨在对事业单位绩效工资制度实施效果进行评估。通过对上海市级公立医院的487名从业者进行问卷调查,发现绩效工资制度并未对公立医院从业者工资产生根本性影响;绩效考核和绩效工资制度知晓度不高,且知晓度显著影响从业者绩效考核制度公平感;绩效工资未能实现从业者普遍的收入公平感;同时,也未能有效地激励所有从业者。本文基于以上研究中发现的问题提出了完善事业单位绩效工资的建议。
To establish a performance-based salary system in public institutions is an important direction of public institution reform in recent years. Based on the subjective perception and evaluation of practitioners, this article aims to evaluate the outcomes of the performance-based salary system implemented in public institutions. Through a questionnaire survey of 487 practitioners in public hospitals in Shanghai, it was found that the performance-based salary system did not have a fundamental impact on the salary of practitioners in public hospitals. The performance evaluation and performance-based salary system was not widely known, but the awareness of such system would significantly affect the fairness of the performance evaluation system. The performancebased system failed to enhance the sense of fairness among practitioners. Meanwhile, it was not able to motivate all of the practitioners. This article also puts forward suggestions regarding to problem found in the research, so as to improve the performance-based salary system in public institutions.
