摘要
在炒作中国南海岛礁建设的过程中,美国从幕后走向台前,发挥了主导作用。美国利用双重标准和模糊化概念刻意指责中国的岛礁建设,故意忽略菲律宾、越南等国长期以来非法的岛礁建设行为。中国利用多种外交途径向国际社会解释南海岛礁建设既是本国主权范围内的事情,也是为了更好地提供国际公益服务。但美国利用国际话语权优势企图在多个国际场合塑造国际社会对中国岛礁建设的消极印象。未来,中国需要通过及时主动的信息发布与传播以及议题设置等方式,掌控关于岛礁建设的国际话语权,引导国际社会在岛礁建设上的舆论趋势。
The United States has now played the major role in the hype of China's constructions on islands and reefs in South China Sea. It has employed double standards and fuzzy ideas to criticize China and deliberately ignored similar conducts of Philippine and Vietnam in the same region. China took advantage of various diplomatic channels to explain to the international community that the construction of projects fell well within China's maritime sovereignty and aimed to better provide public services in the waters. However,the United States, utilizing its global discoursive power, has repeatedly exerted great pressure and negative impact on China's efforts on the international occasions. In view of this, China needs to release and spread information openly and inform international community actively in order that the country can justifiably obtain its own discourse and guide public opinions favorably about the issue of construction in the region.
