摘要
目的:对北京市社会资本办基层医疗机构发展现状进行研究,发现其发展过程中存在的问题并提出相应的对策建议。方法:采取定量数据分析与定性访谈相结合的方式。结果:社会资本办基层医疗机构的机构数量、卫技人员数在全部基层医疗机构中均占有很大比重,但服务量远小于政府办公立医疗机构,门诊部和诊所的经济运行情况较好,卫生所和医务室收不抵支。结论:应该尽快落实鼓励社会资本办医政策实施细则,加强对社会资本办医疗机构监管。
Objectives: To study the development of private capital invest in primary medical institutions in Beijing, and find out the existing problems in the development process and the corresponding countermeasures and suggestions. Methods: A combination of quantitative data analysis and qualitative interview. Results: The number of institutions and health care workers in the private capital invest in primary medical institutions have a large proportion, but the service quantity is much less than the government offices. The outpatient department and the clinic's economic operation and profitability are better, but the health department and the medical room income can't compensate for the expenses. Conclusion: We should implement policies to encourage private capital invest in medical institute as soon as possible, strengthen the supervision of private hospital, and the competition mechanism of government purchase of public health service will be included in the private primary medical institutions.
