摘要
公务员能力素质的提升是一项与时俱进的浩大工程,需要不断契合时代发展和环境变化提出的新要求。本文构建了基层公务员能力素质测评模型,对长株潭三市基层公务员能力素质进行了实地调查,并对样本数据进行了实证分析,以此折射出我国基层公务员能力素质的基本现状,在此基础上提出了促进基层公务员能力素质提升的相关对策建议。
Civil Servants’Competency improvement is a vast project.It needs to continuously meet the new requirements put forward by the development of the times and environmental changes.This paper takes the modernization of the national governance system and governance capacity as an orientation.Built a model for assessing grassroots civil servants’competency.Based on the field investigation and sample data empirical analysis of grassroots civil servants’competency in Changsha,Zhuzhou and Xiangtan.In order to reflect the present situation of grassroots civil servants’competency in China.Proposed the countermeasures and suggestions for the grassroots civil servants’competency improvement and promoting the grassroots civil servants’professional development.
