摘要
'痕迹主义'的本质就是形式主义、官僚主义,是当代形式主义、官僚主义的异化衍生。'痕迹主义'的异化衍生贯穿各个历史时期,诸多因素为'痕迹主义'异化遗留了历史土壤;改革开放后,形式主义、官僚主义不完善治理滋养'痕迹主义'萌芽;党的十八大以后,形式主义、官僚主义在基层隐藏变种,促使基层'痕迹主义'严重。究其表现根源,主要是封建残余思想引起'潜在自觉',理想信念缺失致使精神'沃土贫瘠',政绩观错位形成恶性'驱动效应',制度建设滞后导致'约束乏力'。'痕迹主义'需要采用动态运动的逻辑系统化根治,运用系统动力学模型,模拟出'痕迹主义'系统治理反馈路径,要贯彻以人民为中心的发展理念,构建人民主体'治理生态',强化基层干部理想信念教育,净化变种异化'滋生土壤',牢固树立马克思主义政绩观,坚持选人用人'实干导向',完善治理'痕迹主义'体制机制,形成系统治理'约束合力'。
Basically,Trace-ism is a variation of formalism and bureaucracy,which has run through all historical periods,as a result of many factors.After the reform and opening up,the inefflcient control of formalism and bureaucracy created'soil'nourishing Trace-ism.After the 18 th National Congress of the Communist Party of China,formalism and bureaucracy hidden at local governments allowed space for the spread of Trace-ism at the grass-roots level.The fundamental causes behind this phenomenon include the remnants of feudal ideologies,the lack of positive political beliefs,the misconception of political achievements,and inadequate binding force of relevant institutions.T eradicate Trace-ism,we need a system dynamics model to simulate its operation,implement a people-centered development concept,strengthen the education of ideals and beliefs of cadres working at local levels,and establish the Marxist concept of political achievements.The selection and employment of personnel should be'practiceoriented'so that an effective mechanism is established to exert a'binding force'on Trace-ism.
