摘要
文本以外语教育规划范式的两大进路作为理论框架,回顾和分析新中国成立70年来中国外语教育规划经历的范式变迁与战略转型历程,发现新中国外语教育规划以维护与拓展国家利益为基本原则,服务于国家战略定位与社会经济发展大局,发挥外语教育实用工具价值,融合文化价值。新时代的中国外语教育规划需要更好回答并解决'培养什么样的人才''如何培养人才'和'为谁培养人才'这三个根本问题。
This paper,based on two approaches of foreign language education planning,reviews and analyzes paradigm changes and strategic shifts of the Chinese foreign language education planning in the past 70 years since the founding of the People’s Republic of China.Theflndings illustrate that the Chinese foreign language education plan has been positioned on the principle of safeguarding and expanding the national interests,serving the overall situation of national strategic positioning and social and economic development,bringing into play the pragmatic value of foreign language education and integrating cultural values.In the New Era,China’s foreign language education planning is in a greater need to effectively solve and answer the three fundamental questions of'What kinds of talent to cultivatefl''How to cultivate talentfl'and'For whom to cultivate talentfl'
