摘要
绩效考核是一项系统工程,涉及到战略目标体系及其目标责任体系、指标评价体系、评价标准及评价方法等内容。本文通过对检验检疫系统绩效考核中"检出率"这一量化考评指标的两层含义即"检测时出现的概率"与"检验人员能够检查出不良品的能力"进行剖析,指出了检验检疫系统绩效考核应用的"检出率"指标的初衷应为后者。并且,在论证了"检出率"数值的高低与检测人员检测能力的强弱并非简单正相关的基础上,阐释了科学评价检验检疫系统绩效考核"检出率"指标应当遵从的评价标准及依据。
Performance appraisal is a systematic project,which involves the strategic target system,target responsibility system,index evaluation system,evaluation criteria and evaluation method.Performance evaluation based on the inspection and quarantine system in the quantitative evaluation indicators 'detection',two meanings of 'detection of probability' and 'inspection personnel's ability to detect non-conforming'.It shows the application performance evaluation,inspection and quarantine system 'detection' the purpose of the indicators should be the latter.To demonstrate the 'detection' numerical value and the strength of the inspection personnel ability are not simple positive correlation on the basis of the interpretation of science evaluation.Inspection and quarantine system performance evaluation indicators 'detection' shall comply with the evaluation criteria and the basis.
