摘要
雾霾污染实际上是一个产业结构和能源强度的问题。以天津市为例,在价值型投入产出表的基础上,结合利用能源平衡表等相关数据,探讨了编制混合型能源投入产出表的可行性。在此基础上,采用结构分解技术(SDA)分析了能源强度、技术进步和最终需求变动对天津各行业能源消耗变动的影响效应以及每个行业的贡献。最后,基于本文的分析结论,为天津市能源政策的调整和雾霾治理提出了一些具有针对性的政策建议。
Haze pollution is actually aproblem of industrial structure and energy intensity.First,based on the value input-output table,combined with the other relevant data of energy balance sheet,Tianjin hybrid energy input-output table is compiled.Second,Structural Decomposition Analysis(SDA)is used to analyze the effect of the changes in total energy consumption in various industries and the contribution of each industry by energy intensity change,technological advances and changes in final demand.Finally,the article puts forward some targeted policy recommendations for the adjustment of energy policy and haze governance in Tianjin.
