摘要
随着"一带一路"、京津冀一体化、长江经济带、北部湾经济区及东北-蒙东经济区建设战略的相继提出,我国已经形成了新时期提升效率兼顾公平的区域协同发展战略。从整体发展战略来看,丝绸之路经济带不仅是新时期我国区域发展的新战略,也是实现我国区域均衡发展的新举措。国家级新区作为丝绸之路经济带的核心节点,一方面通过极化效应推动经济带均衡发展,另一方面通过扩散效应实现我国五大区域的有效衔接。基于增长极和区域协同发展理论,利用极化效应和扩散效应指数测度15个国家级新区的增长极效应,通过分析比较十五个国家级新区的极化效应和扩散效应,提出国家级新区建设与丝绸之路经济带协同发展的战略路径。
The China has already launched the regional coordinated development strategy with promoting efficiency and fairness in the new period,following the construction of 'the Belt and Road',BeijingTianjin-Hebei region,the Yangtze River economic belt,the Beibu Gulf economic zone and the Meng Dong northeast economic zone.From the point of overall development strategy,the Silk Road economic belt is not only a new strategy of regional development in our country,and also the new measures to achieve regional balanced development in the new period.National new district is the core node of the Silk Road economic belt.It helps promote balanced development of the economy through the polarization,and also connects the five major areas effectively through the diffusion effect.Based on the theory of growth pole and regional coordinated development,this paper uses the polarization effect and diffusion effect index to measure the growth of the new zone of the 15state-level effects,and analyzes and comparison the polarization effect and diffusion effect of 15 National new districts.Finally,this paper puts forward the coordinated development strategy of the Silk Road economic belt and National new district.
