摘要
如何在技术创新和制度创新之间分配资源是一个重要的理论和实践问题。在对技术决定论和制度决定论进行简单回顾和分析的基础上,提出了技术与制度之间关系的新解释。
Resources allocation in technology and system creation is always an important problem both in theory and in practice. Based on the analysis and retrospection of technology determinism and system determinism, this paper puts forward a new explanation of the relationship between technology and system.
