摘要
随着中国人口老龄化问题日益凸显,社会养老服务的能力提升与体系建设被提上日程。居家养老作为一种重要的社会养老模式,因其与中国社会传统的相对契合性而受到广泛关注、认可,并得到多地有效的探索、践行。近年来,在各种利好政策的推动下,长春市居家养老服务获得了显著发展,居家养老服务中心数量显著增长、服务范围大幅拓展。但从资源的有效整合与利用、服务的长效提升与落地等方面来考量,目前长春市居家养老服务中心的发展与建设尚面临整体制度环境建设、自身发展模式选择等诸多方面的考验与挑战。探索适应地域特征的居家养老服务供给模式,促进居家养老服务中心持续健康发展,仍需要在促进居民养老观念转变、优化政府资源与制度供给方式、调整居家养老服务中心运作模式等方面做出持续的努力。
With the problem of population aging becoming more and more prominent in China,the capacity improvement and system construction of social care services for the aged have been put on the agenda.As an important social care model,home care service has been widely recognized and practiced for its relative compatibility with Chinese social tradition.In recent years,with the promotion of various favorable policies,home care service in Changchun has achieved remarkable development,and the number of home care service centers and the scope of service have expanded significantly.However,considering the effective integration and utilization of resources,the longterm improvement and landing of services,the construction of home care service center in Changchun is still facing challenges in many aspects,such as the overall system environment construction and the choice of its own development mode.To explore the supply mode of home care service adapted to regional characteristics and promote the sustainable and healthy development of home-based home care service centers,we still need to make sustained efforts in promoting the transformation of residents’pension concept,optimizing the supply mode of government resources,and adjusting the operation mode of home care service centers.
