摘要
提升县(区)域医疗卫生机构服务能力是落实分级诊疗政策的重点任务,当前县域内的县级医院和基层机构工作量和服务能力不容乐观,地方在落实分级诊疗和组建医联体过程中存在诸多误区。文章提出县(区)域服务能力提升的核心是通过放权激发基层机构自身运行活力,通过考核发展性指标引导县(区)域机构良性运行,通过薪酬制度改革激发内控的内在动力,通过学科发展和技术提升补县域能力短板。
Improving the county’s service capacity was the focus of hierarchical diagnosis policy. At present, the workload and service capacity of county hospitals and grass-roots institutions were not optimistic. There were many misunderstandings in the implementation of hierarchical diagnosis and constructing medical alliance. It focused on stimulating the vitality of grass-roots institutions themselves. Assessment development index was applied to guide the development of county hospitals. The reform of the salary system stimulated the internal driving force of internal control while the clinical science and technology were developed to help to implement the county capacity.
