摘要
中小企业是我国市场经济建设的重要主体,其所具有的各种比较优势表明其存在和发展具有历史合理性和现实必要性,其面临的诸多困难又说明其作为市场竞争中的弱势群体必须得到来自政府和社会的大力支持和扶持。推动中小企业的发展,既需要加快解决思想观念问题,更需要政府在加大扶持力度、健全法律法规、建立统一的管理机构、完善社会服务体系和加大资金支持上发挥主导作用,并引导中小企业向集群化方向发展,从而克服单体规模偏小导致的竞争力偏弱的问题,享受外部规模经济带来的好处。
Small and mediumsized enterprises are among the bulk in the construction of China′s market economy. Their comparative advantages demonstrate the historical rationality and necessity of their existence and development. Meanwhile they are also confronted with multifarious difficulties and obstacles, which indicates they are still a weak sector in the market competition, and which need the full support from the government and society. To promote their development, it not only depends on the updating of idea and notions, but also requires governmental support in terms of legislation, managerial institution, social service and funds, thus bringing about the configuration and intensification of these enterprises to overcome their lack of competitiveness and enjoy the benefits from the external scale economy.
