摘要
国际环境政策的一般趋势,大体可以20世纪70年代后期为转折,由主要依靠政府调节,逐步转向主要依靠市场调节。在具体政策措施上,则由主要依靠行政手段,逐步转向主要依靠法律和经济手段。中国的环境政策在90年代也经历了一个适应社会主义市场经济需要的转变过程。中国应该进行制度创新和技术创新,比起西方国家来,更直接地利用高新技术,更充分地利用市场机制,走一条有中国特色的环境保护道路。
The general trend of international Environmental polices,on the whole have been for transferring by later stage the seventies the 20th century,depended on the government to regulate mainly,turn to and depend on the market regulation mainly progressively.On the concrete policies and measures,are depended on the administration means mainly,turn to depend on the law and economic means mainly gradually.The environmental policy of China experienced a transition course of meeting the needs of socialist market economy too in the 1990s.China should carry on system innovation and technological innovation,comes more compared with the western countries,utilize new and high technology more directly,utilize the market mechanism more abundantly,take a environmental protection road with Chinese characteristics.
