摘要
十六大明确了新的分配原则即“生产要素按贡献参与分配原则”,这是我国收入分配理论和政策方面的革命性突破。弄清楚这一原则的确切含义、实施原因、分配形式、实现途径以及它与按劳分配之间的关系,对充分调动社会各方面的积极性,优化资源配置,切实保障广大群众的切身利益有着十分重大的意义。
The distribution principle, that is Production factor according to contributive and distributive principle is clearly defined in the 16th National Congress of Communist Party. This is the revolutionary breakthrough on the theory and policy of our income distribution. It is of great immediate significance to understand fully the real meaning of it, the reason of implementation, the forms of distributions, the way to realization and the relation between it and distribution according to work and also to fully bring every positive enthusiasm, optimize the arrangement of resource and conscientiously assure the vital interests of the people.
