摘要
城市困难群体主要是指家庭人均纯收入达不到低保水平的人口。当前城市中困难群体的医疗保障问题显得越来越突出 ,主要表现为缺乏相应的医疗保障机制。城市困难群体医疗保障机制应当由政府层面、社区层面、企业层面。
Urban poverty-vulnerable group is referred to the families that income per capita is under lowest social guarantee level. Urban poverty-vulnerable group faces more and more difficulties in seeking medical help because of lack of medical insurance. According to our investigation in Shanxi, the special medical insurance system for those low-income group in urban should include 5 levels, government level, community level, enterprises level, family level and social level.
