摘要
推进大宗货物运输"公转铁",深化运输供给侧结构性改革,是打赢蓝天保卫战、打好污染防治攻坚战的有力支撑。为发挥京津冀地区的典型带动作用,以曹妃甸港为研究对象,从集疏运方式与运量2个方面概述曹妃甸港集疏运发展现状,分析运输结构调整引起的曹妃甸港集疏运变化。结合秦皇岛煤炭转移、唐山市工业企业转移、京津冀产业协同发展等发展背景,预测新形势下曹妃甸港各方式集疏运量,并从港口通过能力与铁路运输能力等方面进行适应性分析,得出曹妃甸港口运输能力可以满足新形势下的集疏运需求,为推进区域可持续发展提供实践支持。
Implementing supply-side reform in the transport sector to promote mass bulk cargo transport on railway instead of highway provides powerful support to winning the fight against air pollution.To make the Beijing-Tianjin-Hebei region a model, based on an analysis of collection and distribution operation at Caofeidian Port in terms of both mode and volume, this paper studies the changes resulted from transport network restructuring. Against the backdrop of coal transfer in Qinhuangdao, industrial transfer in Tangshan and Beijing-Tianjin-Hebei coordinated industrial development, this paper has predicted the collection and distribution volumes by various means of transport at Caofeidian Port. Based on its adaptability analysis in terms of both port handling capacity and railway transport capacity, this paper concludes that Caofeidian Port is capable for the collection and distribution demand in the new era,which provides practical support to sustainable development in the region.
