摘要
作为江苏省唯一的水流产权确权试点市和全国水流产权确权试点唯一地级市,徐州市依据水利部、原国土资源部、江苏省政府联合发文批复的《徐州市水流产权确权试点实施方案》,对试点河道水域、岸线生态空间范围划定、水流产权确权的路径和方法、权利人责权范围和内容界定等方面积极进行探索,取得一定成绩,也发现一些问题并提出相关建议,其经验对全省乃至全国水流产权确权工作有重要指导与借鉴意义。
As the only river flow property right confirmation pilot city of Jiangsu Province and the pilot prefecture-level city throughout the country,according to The Pilot Project Implementation Plan of River Flow Property Right Confirmation in Xuzhou City approved by Ministry of Water Resources,Ministry of Land and Resources and Jiangsu Province government,Xuzhou City carried out the exploration and practice on the delimitation of the pilot river and water front eco-space scope,the way and method of the river flow property right confirmation,the definition of the obligee’s duty and content,and so on.During the construction process,some achievements have been obtained,some problems have been found and some relevant suggestions have been put forward.The experiences have important guidance and significant reference for the whole province and even the whole country.
