摘要
吸引力是魅力,创造力是动力,竞争力是实力。只有通过城市文化吸引力、创造力的两轮驱动,最终才能实现城市文化竞争力的综合实力飞跃。研究根据"三力"原则,从城市文化物质和精神的双重效能维度对全球范围的国际文化大都市进行立体化考察。构建了由人文生态建设、公共文化设施、公共文化供给、公共文化参与、文化市场、文化经济发展、文化教育、互联网发展、文化旅游、文化全球影响等10个一级指标和52个二级指标组成的国际文化大都市评价指标体系,并通过收集统一口径的全球数据,对51个国际文化大都市进行了第一次全球评价。评价体系的构建试图跨越西方中心主义的局限,基于东方视角,包容全球化的城市文化发展形态,避免对后发城市的文化发展状态进行强制性衡量,同时也平衡地区文化的特殊性价值,形成一个包容、开放的全球文化评价体系。
The strength of a city is composed of its attractiveness,creativeness,and competitiveness.Attractiveness refers to the charm of a city,while creativeness is the engine of urban development.In its cultural dimension,the competitiveness of a city can be fully developed only when the city itself is culturally attractive and creative.This paper examines the cultural attractiveness,creativeness,and competitiveness of 51 global metropolises from both material and spiritual manifestations of urban culture by constructing 10 first-tier and 52 second-tier indicators based on statistics from standardized data collection.The 10 first-tire indicators include humanistic ecology construction,public cultural facilities,public cultural supply,public cultural participation,cultural market,cultural economic development,cultural education,Internet development,cultural tourism,and global cultural influence.The construction of these indicators aims to break through Western-centric systems of analysis because it takes into consideration various forms of urban development in the age of globalization and balance between specific values from local cultures,which is conducive to a more objective evaluation of the cultures of newly-developed cities and,therefore,proves to be a more open and inclusive framework of analysis.
