摘要
我国高校普遍以行政管理的模式组织和实施自我评估,这容易导致师生的消极态度以及评估的可靠性和有效性不足。为改进自我评估,需由行政管理式转换为共同治理式。即代表政府意志的外部评估不再是直接的决定因素,而是间接地影响高校的自我评估;同时,高校的行政力量和学术力量各自发挥自身优势,主动参与、协同开展自我评估。前者涉及外部评估内容和标准的调整,后者涉及高校内部评估组织重构、评价重点转换、评价方式和评价内容调整等一系列改革。
China’s colleges and universities generally organize and implement self-assessment in the form of administrative management,which easily leads to the negative attitude of teachers and students and the lack of reliability and effectiveness of evaluation.To improve self-assessment,it should be converted from administrative to co-governance.That is,the external evaluation of the will of the government is no longer a direct decision,but indirectly affects the self-assessment of colleges and universities;at the same time,the administrative power and academic strength of the university each exert their own advantages,actively participate in and coordinate self-assessment.The former involves the adjustment of external evaluation content and standards,and the latter involves a series of reforms such as internal evaluation organization restructuring,evaluation key conversion,evaluation methods and evaluation content adjustment.
